César Torruella is a passionate advocate for equitable access to arts education and currently serves as Executive Director of Arts Education for Chicago Public Schools (CPS). In this role, he leads the district's vision for arts education, overseeing strategic initiatives that ensure every CPS student has access to high-quality arts instruction in music, dance, theater, visual arts, and media arts. Under his leadership, the district has prioritized arts integration, professional development for educators, and expanding partnerships with cultural and higher education institutions to strengthen the arts ecosystem in Chicago schools.
With a deep commitment to innovation and equity, Torruella is leading the Arts Education Plan 2.0: Cultivating Creativity, a transformative proposal that will guide arts education at CPS for the next five years. This initiative focuses on ensuring that the arts are integrated into every student's educational journey, leveraging interdisciplinary learning to improve academic performance across all subjects. The plan draws on broad community engagement—including educators, students, families, arts partners, and industry leaders—to build a sustainable and high-impact vision for arts learning.
Prior to joining CPS, Torruella held leadership positions in arts education at the state and district levels in Texas, where he developed systemic arts strategies, teacher training programs, curriculum development and adoption, and initiatives that increased student engagement in the arts. He is a recognized leader in this field who regularly collaborates with national arts education organizations, philanthropic foundations, and legislators to promote the role of the arts in the development of well-rounded students.
A native of Puerto Rico, he is the first artist in his family. His life experiences have shaped his dedication to representation, cultural inclusion, and ensuring that all students, regardless of their background, have access to transformative artistic experiences.
As Chicago Public Schools launches Arts Education Plan 2.0: Cultivating Creativity, César Torruella remains committed to empowering educators, inspiring students, and fostering a future where the arts serve as a cornerstone of education in the nation's third-largest school district.
